To ask the First Lord of the Treasury whether, in view of the opinion expressed by Field-Marshal Earl Roberts that training in rifle-shooting can be effectively given by the use of miniature ranges and that such training, if given universally, would add to the security of the nation, His Majesty's Government will consider whether such training can be provided through the medium of the Education Department.

(Answered by Mr. A. J. Balfour.) I am very sensible of the great importance of the subject to which Lord Roberts has recently called public attention, but I do not think that to the Education Department can properly be assigned the responsibility for providing the training which is contemplated under Lord Roberts scheme.
