Is it intended that the Commission shall have power to investigate and report upon the conduct of Ministers?

I understand this is put as an "urgency" Question. Certainly, the Commission will be at liberty to make any reflection they like, either on members of His Majesty's Government or anybody else

Will the Commission be entitled to make inquiry into any matter of crime or offence cognisable by the law of this or any other country?
