I big to ask the Secretary of State for War how much longer it is proposed to defer taking any steps to carry out the recommendations, or any of them, of the Report of the Duke of Norfolk's Commission on Militia and Volunteers, which has been in his hands for twelve months.

MR. ARNOLD-FORSTER

I am afraid that it is not possible to state at present what steps it will be possible to take in order to give effect to the recommendations of the Norfolk Commission. As I have already explained to the House, most of the recommendations involve additional expenditure of money, and at the present time there are no funds available for the purpose. As my hon. and gallant friend is aware, the full amount of the Militia and Volunteer Vote for last year has been continued this year.
