§ DR. MACNAMARAI beg to ask the Secretary of State for War whether Lord Kitchener's attention has been called to the Report of the Comptroller and Auditor-General, issued in March, and of the Butler Committee, issued in June, respecting the working of the dual system of purchases from, and sales to, local contractors in South Africa, as set up by Lord Kitchener in June, 1103; whether any report on the matter has been received from Lord Kitchener; and whether the War Office proposes to ask for his views on the matter.
§ MR. ARNOLD-FORSTERNo communications on these Reports have passed with Lord Kitchener. In view of the inquiry by the Royal Commission the War Office do not propose to take any steps in the direction suggested. Of course the Report has been communicated to Lord Kitchener.
