I beg to ask the Secretary to the Treasury whether His Majesty's Custom-House will arrange that the whole duty on dutiable articles which a passenger has declared that he has in his possession shall not be insisted upon if the passenger offers to surrender those which he does not wish to retain, and to pay the duty on those he wishes to keep.

The Board of Customs have issued no regulations disallowing the acceptance of duty on a portion of the dutiable articles brought by a passenger.
