I beg to ask the Secretary of State for War whether he proposes to lay down new tests for efficiency for the Volunteer force; if so, what those tests are to be; and, in view of the provisions of the Volunteer Act, whether he will lay the new scheme upon the Table; whether it is intended to fix a definite limit to the number of efficient Volunteers; and, if so, can he state what is the proposed limit.

It is not proposed to lay down any new tests of efficiency for the Volunteer force. I have already stated that it is-not proposed to lay down a definite limit to the number of efficient Volunteers. The number of efficient Volunteers that can be maintained must depend upon the money voted by Parliament.
