I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland in what form have the specific instructions to the Royal Irish Constabulary in reference to the use of their truncheons on the heads of civilians been conveyed; where the terms of such instructions may be seen; and whether he has any objection to lay them upon the Table of the House.

The instructions are contained in the disciplinary code regulating the conduct and action of the police. This code has always been treated as a confidential document and its production refused. The responsibility of the police to members of the public depands on the law of the land and not on the provisions of the code.
