I beg to ask the Postmaster-General whether he proposes to make any arrangements for the conveyance of the West Indian Mails; and, if so, whether such mails will be carried as hitherto under contract, or without a subsidy and under postal union rates.

LORD STANLEY

I propose to forward mails to the West Indies by the most favourable opportunities that offer. I am not at present negotiating for their conveyance under any fresh contract. Payment for correspondence sent by private steamers will be made at the ordinary ship letter rates, and the payment for parcels will vary according to their weights.
