I beg to ask the Secretary of State for War if any instructions are given to officers in the Army to procure, where possible, their requirements locally, so that the towns in which they are quartered may not be deprived of their outlay; and, if no such instructions at present exist, will he consider the advisability of giving them.

Officers are at liberty to make their purchases wherever they please; no instructions have been given for them to obtain their supplies locally, nor is it considered advisable to issue such instructions.
