§ MR. SEELY (Lincoln)To ask the hon. Member for Chorley, as representing the First Commissioner of Works, why, in view of the provisions of Section 9 of The Parks Regulation Act, 1872, no notice was given to Parliament of the rules under which he is now excluding motor vehicles from Hyde Park.
