O'DOWDTo ask the Chief Secretary to the Lord - Lieutenant of Ireland whether he can state the terms or nature of the circular recently issued by the Board of Education in Ireland to the Irish national teachers; and will he say whether the issue of such a circular was due to incidents arising out of a dinner held in connection with the teachers' annual congress during Easter week in Sligo.
