MR. SWIFT MACNEILL

To ask the First Lord of the Treasury by whom is the appointment to the office of Chief Secretary to the Lord-Lieutenant of Ireland made; is it held under Letters Patent or otherwise; and what is the nature of its tenure.

The appointment is made by the Crown by Letters Patent.

Is it not Practically made by the Lord-Lieutenant Secretary to the by Letters Patent?

I quite admit I have made no independent research, but I am informed that the matter is as I have stated.

Is not the appointment made by the Lord-Lieutenant as representing the Crown?

I should imagine it is made by the Crown and not by the Lord-Lieutenant.
