I beg to ask Mr. Chancellor of the Exchequer whether, in view of the fact that the guarantors of the first instalment of the £30,000,000 Transvaal Loan are prepared to fulfil theirobligation, and having regard to the amount of the Unfunded Debt, he will arrange for the first instalment of £10,000,000 being paid before the close of the present financial year.

I informed the House as recently as Thursday last † that I was not at present in a position to make any further statement on the subject of the War Contribution.

Will the right hon. Gentleman give the reason for this inaction on so serious a matter?

Does the right hon. Gentleman remember that the House was led to expect that this instalment would be paid in the beginning of the year 1904?
