I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he is aware that there are on estates in Ireland numbers of tenants who, under pressure of eviction and from other causes, have been forced into the position of future tenants on the landlords" terms as regards rents; and whether, as such tenants are debarred from entering the Land Courts to have fair rents fixed, their cases will be specially considered by the Estates Commissioners when sanctioning sales of all estates on which such cases may arise.

It is competent to tenants of this class to purchase under the Act of 1903, and the Commissioners, before making advances for the purpose, must be satisfied as to the security of the holdings.
