To ask the Under-Secretary of State for Foreign Affairs whether His Majesty's Government are aware that M. Hannotte, who was examined by the Congolese Commission of Inquiry on a charge of perpetration of atrocities, has been allowed to leave Congolese territory with the knowledge of the Government of the State; and whether His Majesty's Government will make further representations at Brussels, with a view to prevent the possibility of others, against whom serious charges have been made, avoiding trial.

(Answered by Earl Percy.) The Congo Government have informed His Majesty's Government that only four Abir agents were committed for trial by the Commission, that none escaped after such committal, but that one, Demol, had started for Europe before the telegram ordering his detention reached Boma.
