§ MR. RENWICKI beg to ask the Secretary of State for War whether, in view of the scarcity of officers in the Army, he will consider the desirability of filling some of the vacancies by granting commissions to suitable noncommissioned officers.

The number of applicants, however, who come forward and are recommended is small.
