§ MR. LAMBERTI beg to ask the First Lord of the Treasury whether, having regard to Lord Roberts' opinion that the Cardwell system of enlistment of seven years with the colours and five with the reserve should be reverted to for the Army, he will direct that no progress shall be made with the proposed dual system of enlistment for two years and nine years.
