To ask the Secretary to the Treasury if, in view of the fact that county councils in Ireland are anxious to carry out the wishes of the ratepayers in initiating drainage schemes, an Order in Council giving the necessary powers will be issued, or, in the alternative, will the Government introduce legislation to deal with this matter at once.

(Answered by Mr. Victor Cavendish.) Legislation would be required to give county councils the necessary powers for such schemes as the hon. Member refers to. I am not in a position to introduce a measure for this purpose.
