SIR HOWARD VINCENT (Sheffield, Central)

To ask the Postmaster-General if, in deciding the new West India mail contract, due consideration will be given to the services in that regard for the past sixty-three years of the Royal Mail Steam Navigation Company, to the favourable Resolution respecting it of Colonial Legislatures, and to the fact that it was the only tenderer to the public invitation last year, and offered to carry the mails on a three per cent, return on the capital invested in the service.

(Answered by Lord Stanley.) The Answer to the Question is in the affirmative; but I must add that these are not by any means the only points to be considered.
