§ MAJOR SEELY (Isle of Wight)I beg to ask the Secretary of State for War by what method it is proposed to decide the question as to whether a Militia battalion shall or shall not be transformed into a home-service battalion of the Regular Army; whether a bare majority of officers or men or both will be considered adequate; and, if not, what proportion will be considered necessary.
