I beg to ask the President of the Board of † See (4) Debates, ciliii., 952. ‡ See (4) Debates, cxliii., 931. Agriculture whether he will insert in the Agricultural Rates Act (1896) Continuance Bill a clause providing that in those cases in which it can be proved that the benefits proposed to be conferred by the Bill accrue to the landlord and not to the tenant, the tenant shall have the right to recover the same from the landlord.

A clause of the kind suggested would, I think, clearly be outside the scope of the Bill, which only extends for a further period the Agricultural Rates Act, 1896,etc., Continuance Act, 1901.
