§ MR. BLACK (Banffshire)I beg to ask the Secretary of State for the Colonies when he expects that the new Constitution of the Transvaal will be promulgated; and whether, along with the Constitution, he will lay Papers and correspondence relating to its adjustment.
§ MR. LYTTELTONI would refer the hon. Member to my reply of yesterday† to the hon. Member for Poplar. I propose to lay, at the same time as the Letters Patent, such Papers as can be suitably given.
