I beg to ask the Secretary of State for the Colonies when he will be in a position to lay upon the Table the Letters Patent dealing with the Constitution of the Transvaal.

MR. LYTTELTON

The Letters Patent and the despatch accompanying them will, in the ordinary course, reach South Africa on or about April 22nd, and will be published in the Transvaal as soon as possible after that date. I propose to lay them here at the same time as they are published there.

Are we to know nothing about this before the Easter vacation?
