I beg to ask the First Lord of the Treasury if he can afford the House some other opportunity to express the sense of the country with regard to the proposal of the Secretary of State for War to discharge over 40,000 Volunteers, now serving their country without pay or reward, than that of reducing the Minister's salary.

If my hon. and gallant friend desires some other opportunity than that naturally afforded by the Army Estimates, I am afraid that in the present state of public business I do not see my way to grant his request.
