To ask the Postmaster-General if, in view of the fact that a deputation of telegraphists were recently informed that he intended adding to the number of the class of clerks immediately above the general body, and of the stagnation of promotion existing throughout the service, he will state when he hopes to make the change; and whether seniority and efficiency will be taken into consideration in deciding on cases to be promoted.

(Answered by Lord Stanley.) I am not at present able to state when the change will take place, as the inquiries are not yet completed. The officers selected for promotion will be those who are certified to be best qualified for the duties to be performed.
