I beg to ask the Under-Secretary of State for Foreign Affairs whether the Secretary of State for Foreign Affairs will consent to instruct His Majesty's representatives in France, Germany, Austria-Hungary, Italy, Belgium, Holland, Switzerland, and the United States of America to furnish Reports on the laws in force IL those countries respectively, and for the United States in a few typical States for the regulation, restriction, or prevention of the emission of smoke from factories and other business premises and from private dwelling houses, with such extracts from those laws as may be needed to explain their operation.
