DUNCAN (Yorkshire, W.R., Otley)I beg to ask the Secretary of State for the Colonies can he state if arrangements will be made within the compounds in South Africa for the sale to the families of the Chinese labourers of provisions and the necessaries of life at prices commensurate with the wages to be paid.
