I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether his attention has been directed to the offer of the Earl of Kenmare to sell his estate to his tenants by townlands; whether the Estates Commissioners have any power to consider such a scheme involving separate bargaining by sections of tenants and the payment of different prices for sections of an estate; and whether he can take any steps to bring about a sale to those tenants at reasonable prices.

MR. WYNDHAM

The Commissioners have not received, so far, any application in respect of this property. They have power, in their discretion, to declare a convenient area of a large property to be a separate estate.

Having regard to the unrest and agitation caused by this and similar points, will the right hon. Gentleman reconsider his attitude and try to give more satisfactory replies?
