MAJOR SEELY (Isle of Wight)

I bog to ask the Secretary of State for the Colonies if he can state when the Blue-book, Cape of Good Hope, G 4, 1904, containing the report of the delegates appointed by the Government of Cape Colony to inquire into the conditions of Native labour on the Rand Mines, was received at the Colonial Office; and when it is proposed to lay it upon the Table.

The Cape Blue-book referred to was received in the Colonial Office on 28th March. I had previously received a copy of the report from Lord Milner on 25th January. It is included in the Papers laid upon the Table on Friday last, which will be in the hands of Members on Friday or Saturday.
