To ask the Secretary of State for the Home Department whether, under the new Licensing Bill, the charges will be collected in a district where no valuation on houses is made, or whether they will only be collected where funds are required as compensation where licences are not renewed.

(Answered, by Mr. Secretary Akers-Douglas.) Under Clause 3 of the Bill quarter sessions can only impose the charges for the purpose of providing compensation. If no reduction of licences takes place under Clause 1, and therefore no compensation money is required, no charges can be imposed.
