To ask the Secretary of State for War whether he will consider the effect to Army candidates if the distinction between leaving and qualifying certificates is maintained; and whether all candidates can be subjected to the same examination (preliminary), and receive certificates of the same value.

(Answered by Mr. Secretary Arnold-Forster.) The rules referred to were drawn up on the recommendation of the Advisory Board on Education after very full consideration. I am not prepared to make any alteration in the rules until they have been given a fair trial. They will be carefully watched, and if any amendments are found necessary they will be carried out.
