§ SIR CARNE RASCH (Essex, Chelmsford)To ask the Secretary of State for War whether he will consider the effect to Army candidates if the distinction between leaving and qualifying certificates is maintained; and whether all candidates can be subjected to the same examination (preliminary), and receive certificates of the same value.
(Answered by Mr. Secretary Arnold-Forster.) The rules referred to were drawn up on the recommendation of the 378 Advisory Board on Education after very full consideration. I am not prepared to make any alteration in the rules until they have been given a fair trial. They will be carefully watched, and if any amendments are found necessary they will be carried out.
