Major SEELYI beg to ask the Secretary of State for the Colonies if he can explain, why the proportion of white men employed in the Transvaal mines is half as large again as that which existed in the period before the South African War.
§ MR. LYTTELTONThe explanation given by the mining engineers in their statement presented to the Secretary of State in January, 1903, will be found at page 340 of Cd. 1895. They point out that the white staff of a mine in its general departments cannot be materially reduced though it may not be working I at its full capacity, and the same cause is still in operation though to a reduced extent.
