To ask the Chief Secretary to the Lord-Lieutenant of Ireland if he can state the cause of the delay in building labourers' cottages in the townlands of Kilbaylet and Broom-field, county Wicklow, in regard to which the necessary preliminaries were complete in March, 1903.

(Answered by Mr. Wyndham.) The Provisional Order for the erection of these absolute on the 30th November last, and a loan to carry out the scheme was sanctioned in December. No application has so far been made to the Local Government Board in respect of the appointment of an arbitrator.
