On behalf of the hon. Member for the Otley District of Yorkshire, I beg to ask the Secretary of state for the colonies if he is now in a position to state whether any payment for licence for recruiting or per capita, on each labourer received will be made to the Chinese Government, or to any Chinese official, by an importer of labourers into south Africa.
