I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland, whether he will state the cause of the delay in forwarding to the No. 2 Tipperary District Council the first instalment of the loan under the Tipperary (No. 2) Labourers Order, 1903, Part 1, seeing that, at the January meeting in this year, the district council were asked by the Board of Works for the sum of £8 10s. to defray expenses in preparing deeds of mortgage, and forwarded this money so that the first instalment of the loan might be received in February, so as to give the plots for tillage to the labourers; but no instalment has come, nor has any labourer got his plot.

The necessary lodgment for legal expenses was not made by the Tipperary No. 2 Rural District Council until the 11th ultimo. Treasury authority has been given for the payment of the first instalment of the loan as soon as possible.
