§ SIR WILLIAM HOLLAND (Yorkshire, W.R., Rotherham)To ask the Under-Secretary of State for Foreign Affairs if he will ascertain whether the cost of the steps which are being taken by the German Colonial Committee, in order to establish and extend the cultivation of cotton in German Colonies, and which are described in detail in the Board of Trade Journal of 25th February, 1904, is being borne by the State or by private individuals.
