BAYLEY (Derbyshire, Chesterfield)I beg to ask the Under-Secretary of State for Foreign Affairs whether, before granting a charter to any syndicate to control territory in British East Africa, he will lay upon the Table of the House the terms of the proposed grant; and if, before the grant is confirmed by the Foreign Office, an opportunity will be given for the opinion of the House to be taken on the matter; and whether the Government can transfer British territory to a syndicate without the consent of Parliament.
