I beg to ask the Postmaster-General if he will explain why two hours per day duty, involving attendance at the Quay, Belfast, is performed by town postmen, in addition to their ordinary duty, at a rate of pay below their ordinary rate; and why the regulation requiring that all extra duty be paid at rate and a quarter is not carried out in this case.

The duty to which the hon. Member refers and which exists for only four months of the year is provided for under an allowance of 6s. a week, and should, therefore, be assigned to an auxiliary postman. It was so provided for until last year, when some of the established town postmen asked to be allowed to perform it and earn the extra money. This should not, however, have been permitted, and I have given instructions for the irregular arrangement to be discontinued.
