MR. JAMES O'CONNOR

I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether his attention has been called to the action of Mr. James Shanks in signing a certificate granting a licence to the canteen at Kilbride, county Wicklow, for which county Mr. Shanks is not a magistrate, the licence having previously been refused by the local magistrates; and, if not, will he direct the attention of the Lord Chancellor to the matter.

I have already stated I had been advised that the certificate signed in this case by Mr. Shanks was invalid.† The papers will be referred to the Lord Chancellor.
