I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he is aware that the clerks of the peace for the city of Belfast and the county of Antrim have demanded from licensed spirit traders in the city and county a certificate on the annual renewal of their licences at petty sessions, and a fee of 2s. 6d., although the requisite certificate for such renewal, with the necessary endorsement, had been in the meantime delivered to the clerk of petty sessions without any fee; and, if so, will he issue instructions to have this practice discontinued.

No such certificate is demanded by the clerks of the peace. But by the 10th Section of the 3 & 4 William IV., cap. 68, every person obtaining a licence to sell spirit is required to register it with the clerk of the peace and to pay to him a registration fee of 2s. 6d. There is no power to ignore the provisions of the statute.
