Motion made, and Question proposed, "That the Bill be now read a second time."

LORD BALCARRES (Lancashire, Chorley)

said he hoped that the House would give him the Second Reading of I this Bill, and let it be referred to a Select Committee. The Bill made no charge on the public accounts, and it was really important that the building operations should be begun as soon as possible.

MR. WHITLEY (Halifax)

said that certain rights of way were to be interfered with in an irregular fashion, and he really thought that the Bill ought to be taken when a few minutes could be spared to discuss it.

Second Reading deferred till Tomorrow.
