To ask the President of the Local Government Board whether boards of guardians were represented upon the Royal Commission on Local Taxation; and, if not, will he state what was the reason of their not being represented.

(Answered by Mr. Walter Long.) I was not concerned in the recommendations made in 1896 of persons to serve on the Royal Commission on Local Taxation, and, therefore, I cannot speak with any authority as to the grounds upon which the recommendations were based. I observe, however, that, although boards of guardians do not appear to have been specifically represented on it, several members were or had been more or less connected with these authorities.
