MR. SCHWANN

I beg to ask the Secretary of State for India if he will state whether the Government of Bombay referred Mr. Tilak's case to the police for investigation; whether the report of Mr. Brewin, the investigating officer, was forwarded to Mr. Tilak; will be explain why, after receiving that report, the Government appointed a special magistrate and a special prosecutor to deal with the case, instead of leaving it to be dealt with in the ordinary course of law; and will he place upon the Table the Government's orders upon the report together with the report.

As I explained in replying to the hon. Member on the 14th and 26th April last,† I have no information regarding this case beyond what is contained in the newspapers; but I will transmit the hon.
