HC Deb 07 June 1904 vol 135 cc926-7
MR. HERBERT SAMUEL

I beg to ask the Under-Secretary of State for Foreign Affairs whether any decision has yet been reached as to the transfer of the British East Africa and Uganda Protectorates from the Foreign Office to the Colonial Office.

Earl PERCY

It is proposed that the transfer shall take place next year.

Mr. CATHCART WASON (Orkney and Shetland)

May I ask whether, under the circumstances, the noble Lord will consider the advisability of refraining from leaving any sort of irritation behind him in the way of land settlements.

EARL PERCY

We should of course be equally anxious to avoid giving any cause for such irritation whether the Protectorates are transferred or not.

Mr. BAYLEY (Derbyshire, Chesterfield)

Will Zanzibar and Pemba also be transferred to the Colonial Office?

EARL PERCY

I must ask for notice of that Question.

MR. HERBERT SAMUEL

Will the transfer take place at the beginning of the financial year?

EARL PERCY

I should think it probable.
