Mr. Speaker, I want to draw your attention to the fact that I was one of those who took part in the division last evening, but my name is not included, although I rose in my place.

*MR. SPEAKER

The hon. Member's name will be added. It was not, however, division, as the hon. Member describes it.

MR. WHITLEY (Halifax)

Arising out of what took place yesterday, may I ask you, Sir, what is the definition of a Member rising in his place?

*MR. SPEAKER

The hon. Member is evidently referring to what took place before the Chairman of Committees. What occurred in Committee is for the decision of the Chairman.

MR. WHITLEY

That incident is now passed, and I am asking your ruling really for the future. The Rule says that Members shall rise in their places, but a number of Members happened to be in the House, though not in their accustomed places; they were standing but their names do not appear.

*MR. SPEAKER

I have no doubt; everything was done in order, but I cannot interfere in the matter because obviously it is in the nature of an appeal from the Chairman. If a case arises when I am in the Chair I shall be prepared to give my opinion.
