asked what was the object of the measure.

THE POSTMASTER-GENERAL (LORD STANLEY,) Lancashire, Westhoughton

said, as he had previously explained, the object of the Bill was to avoid the present accumulation of poundages in Post Office orders which were not presented within the proper period, and also to make new regulations in reference to embossed stamps. Legislation was necessary; and he had promised to introduce it. The change would be for the benefit of the community generally.
