§ MR. RUNCIMANI beg to ask the President of the Board of Trade whether, 1470 on the Departmental Committee which he is about to appoint to inquire into the net tonnage basis for the levying of harbour and dock dues, he is prepared to appoint a representative of the crews whose living and working spaces may be affected by the decisions of the Committee.
