§ DR. MACNAMARAI beg to ask the Secretary of State for the Colonies whether he is in a position to state to what extent the Legislative Council under the proposed scheme of local self-government for the Transvaal will be elective, and to make any statement as to the nature of the proposed franchise; whether he will be in a position to lay the details of the scheme before the close of the present session; and, if not, whether any operative steps 1207 will be taken in the matter before Parliament has had an opportunity of discussing the proposals.
§ MR. LYTTELTONI would refer the hon. Member to my Answer to the similar Question put to me yesterday,† in which I stated that I was not in a position to give details at present. I fear that it will not be possible for me to do so before the close of the present session, and I cannot undertake to delay action in the matter until Parliament reassembles.
§ DR. MACNAMARAWill the right hon. Gentleman give a pledge that no steps shall be taken before Parliament has an opportunity of dealing with the matter?
§ MR. LYTTELTONNo, Sir, I cannot give any pledge with regard to that.
