HORNER (Lambeth, N.)I beg to ask the Secretary of State for the Colonies whether, His Majesty's Government having decided to give representative institutions to the Transvaal, the representation will be elective from those entitled to vote as in other self-governing Colonies; if not, will he say in what manner the new representative assembly will be elected, and at what approximate date.
