§ MR. ARNOLD-FORSTERNo special Report on the betterment of recruiting 1039 was submitted by the late Inspector-General of Recruiting. There are no recommendations in the Annual Report of the Inspector-General of Recruiting which have not been acted on, except in regard to legislation to deal with false characters, a Bill for which has passed through the other House, and will, I hope, be passed by this House.
